I'd suggest either browsing through the small art galleries that are almost everywhere on the small alleys around the town centre or going to the Safed candle factory.. or both :) but a visit to this candle factory is interesting, anyway. You can find out how the candles are made and buy handmade, beautiful candles, wax sculptures and wax artwork. It's off Ha'ari Street and the number is 972-4-6921093.
