For my last flight to Cairo I bought the ticket from ISSTA because it seemed to be the most convenient price in Jerusalem. ISSTA agency is located in the New City, 31 HaNevi'im St and in the Old City, on 4 Herbert Samuel St. For the last one I have their phone number: 621 1888.
