The cheapest one I know of is the one I stayed at last summer, called Port Inn, on 34 Jaffa Rd. It's cosy and inviting, especially thanks to the family who owns it and gave it a very homey look. There is air conditioning and internet access, a nice sitting room and a kitchen you can use. I remember I paid about 10 Euros for one night. You can find out more about them on www.portinn.co.il
